According to the
Federal Interstate Wireline Act, it is currently illegal to
offer online wagering via the Internet in the United States
of America. The Interstate Wireline Act bans gambling operations
from remote locations unless states specifically permit it.
The Interstate Wireline Act forbids interstate gambling over
the telephone or other wired devices but not the Internet
by name.
No US court has ruled that the Wire Act includes the Internet
to this date.
In layman's terms, this means you can't legally run a web
server that resides in the USA and offer gambling from that
application server over the Internet.

declare that they are legally licensed by the country in which
their application server originates.

The Kyl Bill is proposed anti-gambling
legislation sponsored by Senator Jon Kyl (R-AZ) in the Senate
and Bob Goodlatte (R-VA) in the U.S. House of Representatives.
The bill was pork barreled through the Senate and was passed
90-10 on July 23, 1998. The bill still needs to be passed
by the House of Representatives and signed by the President.
This bill, if it becomes law, would make it illegal to take
a bet from within the US over the Internet (even if the person
taking the bet is located outside of the US); to place a bet
from the US via the internet; and allow court orders forcing
Internet Service Providers (ISP's) to block access to gaming
sites on the Internet.
The Kyl Bill threatens freedom of the Internet. If the government
outlaws wagering on the net, what's next ???
The bill aims to protect our children - to keep minors from
gambling on the Internet. This makes no sense as everyone
knows that you need a credit card to wager on the net.
Minors don't have easy access to credit cards in the U.S.
The Kyl bill must be stopped. You must help. Simply

the Internet Consumers Choice Coalition and send your
opinion to your representative. Or you may contact
your representative directly and tell them to regulate
Internet Gambling, but don't outlaw it
